Second federal appeals court strikes down NLRB's posting requirement

In a unanimous opinion, the Fourth Circuit reasoned that the NLRB has only “reactive roles” in addressing unfair labor charges. It does not have the authority to promulgate notice requirements (Chamber of Commerce v. NLRB, No. 12-1757 (4th Cir. 2013)).
